Belcarra was appointed by Cornerstone Land and Cheer Team as Development Manager for the regeneration of Jericho Wharf, a long-vacant canalside site adjacent to the Grade I-listed St Barnabas Church.
After more than a decade of stalled proposals, Belcarra was charged with unlocking a deliverable solution for this complex Oxford development, balancing commercial realities with community expectations. The site’s heritage context, fragmented ownership, and an onerous Section 106 agreement made it one of Oxford’s most intricate planning challenges.
Belcarra led the redesign and planning strategy for the mixed-use scheme, coordinating architects, engineers, and consultants to show how both the boatyard and community centre could be integrated alongside new homes, ensuring the scheme’s viability and social value.
Following a refusal at committee, Belcarra prepared and directed the planning appeal, reframing the case around deliverability, public benefit, and heritage enhancement. Consent was finally secured in 2023 for a mixed-use scheme comprising new homes, affordable housing, a boatyard, community centre, café, pre-school, and public square.
