Oliver founded Belcarra in 2020 after 8 years working at Knight Frank. He is a co-owner of Cornerstone Land.
A Chartered Surveyor, Oliver has worked in Hong Kong and Dubai before leading the National Development Consultancy team in London, advising housebuilders, private landowners and a range of public bodies.
This included a £100m+ land acquisition for a plc housebuilder in the southeast of England, over 50 disposals for the Metropolitan Police, leading the project team for masterplan regeneration in High Wycombe and Maidenhead, and advising on £300m of grant funding from the Housing Infrastructure Fund.
At Belcarra, Oliver has run the sport-led regeneration of the Sixways Stadium in Worcester, creating a deliverable, mixed-use masterplan that secures the long-term future of professional sport in the region, and is advising on the proposed Swanley Stadium and Arena project in Kent — a transformational new home for Wasps RFC. Both projects demonstrate Belcarra’s ability to combine strategic planning, commercial structuring, and hands-on delivery across complex, multi-phase sites.

Elissa joined Belcarra with a uniquely broad understanding of the full development lifecycle, having worked across investment, planning, and delivery roles in both the UK and Canada.
Her career began in Vancouver with Mosaic Homes and Colliers International, where she gained early experience in residential sales, project marketing, and investment analysis. This foundation gave her an appreciation of how commercial strategy and design translate into delivery on the ground.
After moving to London, Elissa joined Knight Frank, advising landowners and developers on complex residential-led mixed-use schemes across the capital. She went on to hold development management roles with Pocket Living and Related Argent, where she worked on high-density urban regeneration and acted as development manager for the first Build to Rent block at Brent Cross Town.
Elissa later joined Savills, working with major housebuilders, landowners, and public bodies on large-scale regeneration and housing projects across the South East.
Her experience across consultancy and client-side roles, from front-end strategic planning and land assembly to delivery and marketing, gives her a truly holistic perspective on how to unlock and deliver value. Elissa combines creative problem-solving with a deep technical understanding of how projects move from concept to completion.
